boss did it, with me-5. that's a nice piece of equipment. analog comp, chorus, flanger (i think), dist, digital delay, and all digitally controlled, so you have presets AND MIDI.

arduino board is a very nice platform for simple programming (much simpler than using micro-controllers) alone and could easily be used for triggering relays, as it has enough inputs and outputs. add some digital pots and you're set. you could also use boss-style, fet switching. it'd be easier and wouldn't hurt
