What is the switch labeled? A few have adjustable gains. In most amps your fx loop out is the same level as your preamp out. If you were to attenuate the signal back down to instrument level then you would have to re-amplify it again back to pre level. Then you might as well put the effect on the input. I would have to see a block diagram or a schematic to tell you exactly what was going on for that particular amp.
